The Olivia river basin of Tierra del Fuego constitutes the main reserve for the future supply of drinking water in the city of Ushuaia. The growing growth of anthropic activities, motivated the decision to work on a proposal of Guidelines of a management plan for the sustainable development of the basin. The preliminary diagnosis of the basin was carried out based on the analysis of the ecosystems present in it, its functions, services, main threats and conflicts of use. Based on the results of this diagnosis, the objective of this work is to contribute to the planning of the basin, by defining strategies for integrated management, which include the conservation of ecosystems of special importance, linked to regulatory services Hydrological: water courses, peat bogs, glaciers, forests and lagoons. A methodology proposed by IUCN (International Union for the Conservation of Nature) was considered, based on the application of the Ecosystem Approach (EA) to Integrated Water Resources Management (IWRM). From the preliminary diagnosis, the existing analysis on the functions and services of ecosystems linked to hydrological regulation, as well as on the conflicts in the basin, was updated and completed. The strategies are defined through strategic objectives and guidelines, specific actions for the rational use and conservation of the different ecosystems of vital importance for the basin, specific aspects such as institutional, socio-environmental and economic.

The implementation of integrated water resources management (IWRM) processes ensures a coordinated development of water resources and in particular, the management of flooded areas, where different interactions and conflicts between the inhabitants living in their proximity, or install their houses in them, and the structural actions and non-structural measures, executed mainly by the state government. In this context, the riverbank line defined in the Civil Code and in the Water Code of the province of Rio Negro (Law Q N° 2952), materializes the boundary between private property and the public water domain. In the Quemquemtreu River, in the town of El Bolsón, in the province of Río Negro, the manifest contrast between urban development and water risk areas has long led to a deterioration of society's relations with the watercourse, generating conflicts between urban settlements in areas with high water risk and the execution of flood protection works, which in turn generate an excessive sense of security. In this context, this thesis aims to develop guidelines for the application of riverbank and water risk lines in the Quemquemtreu River, in El Bolsón, including structural actions and non-structural actions that contribute to provide the bases to guide the ordering of the locality, within a framework in line with the vision of IWRM.
